General Position Summary:
Montgomery County Public Libraries Montgomery County Public Libraries (MCPL) is seeking a highly motivated, Information Technology Specialist III for technical project management. This role is a key professional responsible for overseeing and managing new technology projects within the department or agency. This role involves full performance professional-level information technology work, with a focus on leading and coordinating projects, implementing new technologies, and ensuring the ongoing operations of digital systems and technology equipment.
Essential Duties/Major Responsibilities:
- Lead and manage special technology projects from conception to implementation.
- Develop business requirements, implementation approaches, methodologies, timetables, and data collection techniques for each project.
- Present reports, status updates and recommendations to appropriate officials and subject matter experts.
- Collaborate with cross-functional teams to ensure seamless coordination in the execution of IT infrastructure projects.
- Coordinate with external vendors and stakeholders to align project goals and objectives.
- Support the strategic goals of the Digital Transformation Manager by communicating project benchmarks, timelines, and roadblocks in order to move initiatives forward.
- Implement, configure, and manage technology systems, servers, equipment, and software.
- Develop and implement backup and recovery procedures considering user requirements and technical constraints.
- Liaise with Montgomery County Technology & Enterprise Business Solutions (TEBS) to align policies and procedure.
- Coordinate with TEBS to establish enterprise support for new technology infrastructure.
- Assist the Digital Transformation Manager in identifying new products, services and technologies for business process improvement and innovation.
- Conduct studies and recommend alternative technology solutions, including hardware, software, web-based systems, and communications.
- Assist the Digital Transformation manager in the development of technical specification requirements for technology procurements at the agency/department level. Evaluate compatibility with existing technology operating environment.
- Maintain vendor and TEBS relationships and coordinate upgrades, replacement cycles and other quality assurance measures.

Minimum Qualifications:
Experience: Three (3) years of professional experience in the information technology field in such areas as programming, systems analysis, and data/telecommunications, depending on the duties of the position.
Education: Bachelor’s degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C++, Visual J++, C++, C, SQL, PowerBuilder, Oracle Developer 2000, and COBOL.
Equivalency: An equivalent combination of education and experience may be substituted.
Physical Ability: Ability to lift boxes containing computer support items and equipment such as printers, computers, modems, and monitors weighing up to 50 pounds.

Salary Description
Minimum Salary: $81,047
Maximum Salary: $130,323
