Systems Engineer (All Levels)

Bethesda, MD

Responsibilities:

Noblis ESI is seeking a cleared and experienced Systems Engineer with Portfolio Analysis and Integration experience to support an Intelligence Community (IC) program located in Bethesda, Maryland.

This position provides an opportunity to collaborate with diverse groups of individuals across the Intelligence Community, Department of Defense, and Private Sector and will directly contribute to the development and implementation of business and mission analytics efforts.

Responsibilities include, but are not limited to:

  • Keep abreast of IC and DoD data and related strategies, business goals, objectives, and performance targets, and make recommendations to keep the Sponsor’s strategy aligned accordingly.
  • Portfolio Management - Monitor and analyze portfolio data and present findings and recommendations to aid Sponsor decision-making, to include proposed strategies and/or roadmaps; identified risks, gaps, and dependencies; alignment with the strategic framework and priorities; and funding and related program issues.
  • Strategic Planning – support the evolution of the Sponsor’s strategic direction and priorities.
  • Performance Management – ensure the strategy is effectively and efficiently pursued, using best practices and benchmarking in business and mission analytics.
  • Lead outreach with private sector, liaison, IC, and DoD partners on data interoperability requirements.
  • Assist government client with programmatic goals and objectives, schedules, and reports to high-level government officials.
  • Communicate technical topics to non-technical senior audiences.

Required Qualifications:

  • Active TS/SCI with Counterintelligence Polygraph.
  • Draft products that reflect strong writing and grammatical skills.
  • Working knowledge of data and AI topics.
  • Provide audience-appropriate written and verbal communications and demonstrate strong interpersonal and customer service skills.
  • Work with seniors in a diverse, fast-paced environment and manage competing priorities.
  • Produce deliverables in multiple formats as needed (e.g., Excel, Word, PowerPoint).


  • Journeyman Level:Requires a BS degree and 4 to 8 years of prior relevant experience or a Masters degree with 2 to 6 years of prior relevant experience.
  • Compensation: $103,800 - $162,225
  • Senior-Level:Requires a BS degree and 8 to 12 years of prior relevant experience or a Masters degree with 6 to 10 years of prior relevant experience.
  • Compensation: $125,500 - $196,075
  • SME-Level:Requires a BS degree and 12 to 15 years of prior relevant experience or a Masters degree with 10 to 13 years of prior relevant experience.
  • Compensation: $151,700 - $237,050

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
