Energy/Utilities Engineer 3 (In-Training)

About the Facility Professional Services (FPS) Division

FPS provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.


The Energy Program within the Facility Professional Services (FPS) division manages energy-efficiency and resource-conservation projects on behalf of, and in collaboration with, state and local government agencies. The mission of the Energy Program is to provide comprehensive energy project management and other technical services to help our clients reduce energy and operational costs and reach sustainability goals. The Energy Program vision is to be a national leader in energy efficiency, making Washington’s public facilities the most sustainable in the nation and reducing Washington State’s carbon emissions.


Who we are looking for:

The Energy Program is seeking an Energy Engineer to join their team. This position may be filled at the Energy/Utilities Engineer 2 or 3 level, depending on your qualifications. Don’t meet the requirements of the 3 level. There is a unique opportunity to start in a training position that offers a career path and on-the-job training as an Energy/Utilities Engineer 2 to an Energy/Utilities Engineer 3.


In this role, you will provide project management services and energy engineering technical assistance to support energy and resource efficiency activities in state agencies, public higher education, public school districts, and municipal facilities. You will also manage energy performance contracting projects and conduct research on a variety of energy related issues for Energy Program clients.

Duties

Some of what you will enjoy doing:

  • Providing project management and energy engineering services for energy performance contracts in public facilities.
  • Managing, reviewing, and approving all audit, design, and construction activities of energy service company contractors.
  • Performing energy performance contracting responsibilities to include program marketing, project development, audit and contract review, project cost and fee negotiations, construction and commissioning oversight, invoice review and approval, and review of measurement and verification reports.
  • Reviewing and making recommendations for approval of Energy Life Cycle Cost Analysis (ELCCA) reports.
  • Conducting research on a variety of energy related issues for Energy Program clients.
  • Occasional travel in western and eastern Washington to project locations for meetings and site visits.


Qualifications

This position may be filled at the Energy/Utilities Engineer 2 or 3 level, depending on qualifications. If hired as an Energy/Utilities Engineer 2, your advancement will be based upon the successful completion of an In-Training Plan.


Required Qualifications for Energy/Utilities Engineer 2 (Range 61: $5,615 - $7,552)

  • A Bachelor’s degree with a major study in engineering, environmental science, or the hard sciences; AND
  • At least one (1) year of professional level experience combined in one or more of the following:
  • resource conservation management
  • engineering experience in energy, utility, mechanical, electrical, environmental
  • energy performance contracting, including energy auditing and building systems analysis
  • construction project management.

**Note: Experience can be substituted for education on a year for year basis.


Required Qualifications for Energy/Utilities Engineer 3 (Range 67: $6,510 - $8,758)

  • A Bachelor’s degree with a major study in engineering, environmental science, or the hard sciences; AND
  • Certification as an Engineer in Training (EIT) or Energy Manager in Training (EMIT); AND
  • Two (2) years of professional level experience performing resource conservation management, project management, engineering, energy performance contracting, construction management, energy or utility engineering related work, energy auditing, building commissioning, building systems analysis, or related field.

Desired Qualifications:

Energy/Utility Engineer 2:

  • Certification as an Engineer in Training (EIT) or Energy Manager in Training (EMIT).


Energy/Utility Engineer 2 or 3:

  • Skills in project management, energy analysis, facilities-related issues, and energy performance contracting.
